Insurance commissioner unveils action plan for property insurance pricing

Californias Insurance Commissioner, Ricardo Lara has introduced a series of measures, with the aim of enhancing insurance options and safeguarding Californians against the escalating impacts of climate change. These actions also address the long term sustainability of the countrys insurance market. Representing the insurance reform since Proposition 103 was passed almost 35 years ago Californias Sustainable Insurance Strategy takes a comprehensive approach that builds upon Commissioner Laras ongoing efforts to modernize the states insurance market. This initiative comes after engagement with thousands of Californians since his appointment in 2019.

Governor Gavin Newsom has also issued an order today calling for regulatory action to support Commissioner Laras measures and assist communities affected by climate change.

The announced actions are specifically designed to tackle challenges exacerbated by climate change, which are being experienced across states. These challenges include inflation and rising costs associated with reconstruction efforts resulting in some insurance companies temporarily ceasing to offer coverage for homeowners and commercial policies. Additionally they have chosen not to renew existing policies while increasing rates to maintain their stability. Unlike utilities that are legally obligated to provide coverage for all consumers insurance companies will only underwrite policies— in high risk areas—if they can ensure sufficient capital and reserves to fully meet all submitted claims, from policyholders while covering their operational expenses and generating a fair profit.
The actions taken by insurance companies in response, to years of wildfires and winter storms have led more people to rely on the FAIR Plan. Originally designed as Californias insurer of resort it has now become the viable option in certain areas of the state.
